Pampanga River Protection Wall Collapses After Just 2 Years; Dizon Orders Probe
Public Works Secretary Vince Dizon orders an investigation into a collapsed riverbank protection structure in Arayat, Pampanga, built just two years ago.

ARAYAT, Pampanga — Public Works Secretary Vince Dizon has ordered an investigation into a collapsed riverbank protection structure in Barangay San Mateo, Arayat, after it reportedly failed just two years after construction.
The damaged structure could pose a risk to nearby homes along the Pampanga River, prompting authorities to investigate the circumstances surrounding its collapse.
Dizon will summon representatives of the project’s contractor for a joint investigation with the provincial and local governments of Pampanga, according to the Department of Public Works and Highways (DPWH) announcement.
The investigation follows an order from President Ferdinand Marcos Jr. to hold the contractor accountable if investigators establish that the sheet piles installed did not meet the specifications in the project plans.
Investigation to examine project specifications
The inquiry is expected to examine whether the riverbank protection structure was built according to the approved plans, particularly the specified dimensions of its sheet piles.
Sheet piles are interlocking structural elements driven into the ground to help retain soil and provide support against water pressure and erosion. Their specifications and installation can be important to the performance of riverbank protection works.
Authorities have yet to establish publicly, based on the information provided, what caused the structure to collapse or whether any project specifications were violated.
The planned joint investigation is intended to determine the circumstances behind the failure and establish accountability if violations are confirmed.
Potential risk to nearby communities
The collapse has raised concerns about the safety of nearby residential areas along the Pampanga River. Riverbank protection structures are designed to help stabilize river edges and reduce erosion, particularly during periods of heavy rainfall and elevated water levels.
The investigation's findings may help determine what corrective measures are needed to address the damaged section and protect nearby communities.
No conclusion about the contractor's liability should be drawn until the investigation establishes the cause of the collapse and whether the project complied with its approved specifications.
