FIRST DISTRICT, Pampanga — Pampanga First District Rep. Carmelo “Pogi” Lazatin Jr. is seeking mandatory accreditation for pet crematoriums operating or planning to operate in cities and municipalities nationwide.
Lazatin filed House Bill No. 11784, or the proposed “Pet Crematorium Accreditation Act,” on November 4, 2026.
Under the bill, local governments would be prohibited from issuing or renewing a business permit for a pet crematorium unless the establishment presents valid accreditation from the Department of Agriculture–Bureau of Animal Industry (DA-BAI), in addition to other permits and clearances required by law.
Lazatin said the proposed measure aims to ensure that pets receive proper and dignified treatment after death.
“Pets are not just domesticated animals. They become part of the family and beloved by their owners,” Lazatin said.
Bill follows discovery of animal remains
Lazatin's filing comes after the remains of 29 animals—26 dogs and three cats—were reportedly discovered inside garbage bags in a vacant lot.
According to his office, an investigation found that the animals had previously been turned over to a pet crematorium in Bacoor, Cavite, for cremation.
Lazatin said the incident highlighted the need for stronger oversight of establishments providing pet cremation services.
“Each life matters, and these pets deserve dignity, even in death,” he said.
If enacted, HB 11784 would make DA-BAI accreditation a requirement for pet crematoriums seeking local business permits.
Lazatin also backs stronger animal welfare measures
The proposed crematorium accreditation law is part of Lazatin's broader animal welfare advocacy.
In October, his office provided legal assistance to Leah Ibuna of Noah’s Ark Dog and Cat Shelter in connection with a complaint involving an alleged animal cruelty incident at a private college in Angeles City.
Ibuna, accompanied by witnesses, filed a complaint before the Office of the Prosecutor of Angeles City over the alleged killing of a stray dog on October 5.
The allegations remain subject to the appropriate legal proceedings.
Lazatin also previously filed House Bill No. 8710, known as the proposed “Public Veterinary Clinics and Animal Shelter Development Act.”
The measure seeks to establish public veterinary offices and animal shelters or pound facilities in every city and municipality, with a proposed “no-kill” policy for animals under their care.
Under the proposal, unclaimed rescued animals could be placed for adoption or rehoming, subject to screening standards and implementing rules.
Angeles City shelter cited as model
During Lazatin’s tenure as Angeles City mayor, the local government established what his office described as the first Bureau of Animal Industry-accredited “no-kill” animal shelter in Pampanga.
The 103-capacity Angeles City Animal Shelter received BAI accreditation in May 2023 and formally opened in July of the same year.
In October 2024, the shelter received the Best LGU Dog Pound/Animal Shelter award from the Department of Agriculture Field Office III.
The Angeles City Veterinary Office also conducted free spaying and neutering and anti-rabies vaccination programs. According to Lazatin’s office, around 5,973 pets were spayed or neutered and 130,520 were vaccinated during the programs.
Lazatin said his latest proposal seeks to extend stronger safeguards to pets even after their death.
